before 451 b.c. Rome officials would take advantage of the fact that there were no official written laws. So in 451 b.c 10 officials began to write official laws down. These laws were written on 12 tables that were hung up in the forum for all the people to see. And these 12 tables became the base of roman law, and gave the people the idea that all citizens are protected under the law.
